Mount Woodson Ranch Specific Plan and Environmental Impact Report (EIR), The Woodson Group, Ramona, San Diego County, CA

Project Director. Mr. Mooney managed the conceptual design studies, environmental constraints study, master land use plan, specific plan, EIR, and mitigation monitoring for the master-planned community of Mount Woodson Ranch, which includes a target-links golf course, executive homes, and a 100-unit inn. The specific plan and environmental program won an American Institute of Architects (AIA) award for environmental solutions.

 

Ranch San Diego Specific Plan and Environmental Impact Report (EIR), Rancho San Diego Partners, Rancho San Diego, CA.

Project Director. Mr. Mooney prepared an environmental constraints study, master community plan, specific plan, and master EIR for this 3,000-acre community. The master plan includes 6,000 mixed-residential units, a town center, an 18-hole championship golf course, parks, and schools. Key issues was included planning in conjunction with a number of sensitive biological habitats that contained endangered species, developing a mobility plan that accommodated autos, bicycles, pedestrian and horses and  community urban design guidelines that integrated local history.

Town Center Specific Plan and EIR, City of Santee, San Diego County, CA.

Project Manager. Mr. Mooney prepared a specific plan and EIR for this702-acre downtown redevelopment area. The plan included commercial, civic, employment, residential, and recreational uses that would support an overall population of 11,000 and 4 million square feet of commercial/business uses. The plan also included design guidelines to define the future character of Santee’s Town Center and the extension of the metro light-rail system to create one of the earliest transit-oriented developments.

 

Rancho Cielo Specific Plan and Environmental Impact Report (EIR), Rancho Cielo Associates, San Diego County, CA

Project Director. Mr. Mooney prepared the Specific Plan and EIR on 3,000 acres in the County of San Diego. The project included a master-planned design that preserved over 70% of the site for biological and cultural resources. The master plan included over 700 residential units in physically distinct neighborhoods and two commercial districts, including a village center. The plan integrated riding and hiking trails and developed extensive design guidelines to assure architecture and landscape compatibility with the natural environment.

 

Imperial Valley Solar Company 2 Draft and Final Environmental Impact Report , County of Imperial.

Mr. Mooney served as the Project Director for the Draft and Final Environmental Impact Report addressing the 2013 expansion of Imperial Valley Solar facilities in Niland California. The project included the expansion of an existing solar facility to add a 20 megawatt alternating current solar generation project on 158 acres and the construction of a 92-Kilovolt (KV) overhead gen-tie line interconnection to the Imperial Irrigation District Niland Substation. The project also included analysis of the Photovoltaic Modules, Electrical Power Systems, Electrical Connections and Wiring, Access, Security, Lighting, Site Construction, , Site Operations and Decommissioning. Key environmental issues included loss of agricultural lands, Biological resources with a special focus on the burrowing owl, cultural resources, air quality and aesthetics. The project was approved and the Environmental Impact Report certified without any legal challenges.

 

Sweetwater River Watershed Master Plan, Sweetwater Authority, San Diego County, California

Project Director and Public Outreach Coordinator. Mr. Mooney prepared all environmental baseline and community-planning issues for the development of a Watershed Master Plan designed to preserve the existing watershed of the Sweetwater River for water-quality purposes. This plan encompassed over 50 miles of watershed from the San Diego Bay to the Cuyamaca Mountains. Key issues in the watershed study were compatible land uses with water-quality management.

Upper San Diego River Specific Plan and Environmental Impact Report (EIR), County of San Diego, California

Project Director. Mr. Mooney prepared the Specific Plan and EIR for the Upper San Diego River between the City of Santee and the Community of Lakeside in San Diego County. The plan includes both commercial, residential, recreation, and open space uses for a 5-mile area of the San Diego River Watershed. A key element of the plan was the preservation of sensitive biological habitat and floodplain areas while allowing concentrated, clustered development in focused urban locations.
