General Plan and Environmental Impact Report (EIR), County of Imperial, California

Project Director. Mr. Mooney managed a comprehensive update of the County of Imperial General Plan. Special emphasis was placed on land use planning for landfills, prisons, and other intensive or impactive land uses, which are not always desirable in local communities. He proposed a new land use category, Special Purpose Facility, and siting guidelines to assist the county in locating new local and regional facilities. He also prepared a Master EIR.

 

General Plan Stakeholder Involvement Program, City of Citrus Heights, Sacramento County, California

Project Director. Working with project manager Carey Fernandes, Mr. Mooney managed an extensive public participation and community outreach program for the City’s first General Plan. He designed a community outreach program that included three neighborhood charrettes for identification of community issues, goal setting, land use programming, and plan development. These programs were expanded upon with a community questionnaire to assist in reaching the broadest range of stakeholders. One successful concept that resulted from the outreach program was the identification and planning of the use of historic canals as key pedestrian pathways.

General Plan and Zoning Ordinance, City of Brawley, Imperial County, California

Project Director managed the revision and update of all elements of the City’s General Plan and the Zoning Ordinance. In addition to the mandatory General Plan elements, the project included optional Community Design and Economic Development elements. The project involved an extensive, citywide public participation program to maximize citizen involvement in the update process. A master environmental document for the update was prepared and processed.

 

General Plan and Zoning Ordinance, City of El Centro, Imperial County, California

Project Director. Mr. Mooney managed the revision and updates of all elements of the City’s General Plan and Zoning and Subdivision ordinances. In addition to the mandatory General Plan elements, he prepared an optional economic development element which included an analysis of the industrial, commercial, retail, tourism, and financial opportunities on a citywide basis. This plan received the San Diego Chapter of the American Planning Association (APA) Award for Outstanding Plan of the Year.

General Plan Update, City of Modesto, Stanislaus County, California

Project Director. Mr. Mooney updated the general plan for legal compliance with recent state mandates. This program dealt with a plan that was considered complete and very successful in the community but was not in conformance with updates and state-mandated programs over the past 10 years. Mr. Mooney managed a complete review of all policy changes by the state over the subject period and a review of all City policies to determine their internal and external consistency with those programs and policies.

 

General Plan and Environmental Impact Report (EIR), City of Santee, San Diego County, California

Project Manager. Mr. Mooney prepared the General Plan and Master EIR, which focused on reorientation from a strictly residential suburban and strip commercial community to a greater mixed-use concept with a town center focal point. He prepared all General Plan elements, including the optional Community Design Element, and represented the City’s interest through the approval process.

Community Identity and Scenic Roadways Element, City of Vista, San Diego County, California

Project Director. Mr. Mooney prepared a Community Identity and Scenic Roadways Element of the City of Vista’s General Plan. This element creates a distinguished vision for Vista and identifies a series of programs to be implemented over the next 20 years to achieve the community’s goals. He developed and implemented an extensive citywide outreach program to ensure community input into goals and recommendations of the element. The culmination of the outreach program was establishment of neighborhood and citywide goals and guidelines, which received consensus among the neighborhoods. This program received the San Diego Chapter of the APA Award for Outstanding Planning Category.

 

Fairbanks Country Club, Watt Industries, Rancho Santa Fe, San Diego County, CA

Director. Mr. Mooney managed the preparation of a specific plan, Environmental Impact Report (EIR), and permit acquisition for this golf course/residential community with a 36-hole golf course covering 500 acres. Special focus of the specific plan was the creation of a master-planned community that integrated the San Dieguito River Valley and created a distinctive sense of place for an exclusive community.

Black Horse Farms, City of San Diego, CA

Project Director. Mr. Mooney managed a specific plan on University of California, San Diego property to serve as potential faculty housing and a commercial research facility and conference center. He addressed key issues that included traffic circulation and the project’s location west of the campus in an upscale residential neighborhood in La Jolla. Mr. Mooney implemented design guidelines which were important to the success of the plan, and that resolved the land use issues.
