Warner Springs Ranch Resort General plan Amendment, Specific Plan and Environmental Impact Report (EIR), County of San Diego, CA

Project Director, Mr. Mooney is currently managing the preparation of a General Plan Amendment, Specific Plan and Programmatic Environmental Impact Report (PEIR) for this sustainable resort community on 2,450 acres in Northern San Diego County. The community includes a 350 hotel and casita resort, 695 second-home residential units, an equestrian center, a 27-hole championship golf course, an expanded rural village designed to reflect new urbanism values and an airport. Key issues include preservation and integration of significant prehistoric and historic cultural resources, historic architecture, endangered species and groundwater. The plan includes preservation of over 1900 acres and coordination with USFW, CFW, ACOE and numerous other agencies.

Interim Planning Director, City of Del Mar, San Diego County, California.

Mr. Mooney directed the day-to-day activity of a 12-6 person department that included planning, clean water, building, and economic revitalization. He represented the department at all city council hearings, and was directly responsible for development of a downtown revitalization program with the preparation of a form-based code. Mr. Mooney also completed a planning audit applicability to fulfilling city council objectives.

Planning Consultant, City of El Centro, Imperial County, California

Project Director. Mr. Mooney is currently acting as a senior planning consultant to the City of El Centro on major planning and development projects. Currently this includes as the manager of the planning and environmental review process for Lotus Ranch  a residential development on 600 units on 117 acres at a key intersection if the city. The project includes over one million square feet of commercial, 315 residential units and light industrial. Previously Mr. Mooney managed the revision and updates of all elements of the City’s General Plan and Zoning and Subdivision ordinances. In addition to the mandatory General Plan elements, he prepared an optional economic development element which included an analysis of the industrial, commercial, retail, tourism, and financial opportunities on a citywide basis. This plan received the San Diego Chapter of the American Planning Association (APA) Award for Outstanding Plan of the Year.

Planning Consultant, City of Calexico, Imperial County, CA

Project Director. Mr. Mooney is currently acting as a planning consultant to the City of Calexico on major development projects. This includes the role as manager of the planning and environmental review process for Mega Park a mixed use development on 117 acres at a key intersection if the city. The project includes over one million square feet of commercial, 315 residential units and light industrial. In the past Mr. Mooney managed a general plan stakeholder involvement program to utilize a multicultural approach to community charrettes, with the events being presented in both English and Spanish. The involvement program also included the inclusion of the local high school civics class to develop a youth-oriented plan. He also managed the planning and environmental review for the expansion of a super Walmart in the community.

African American Heritage Study for a Historic District Overlay within the Center City Development Corporation (CCDC), City of San Diego Redevelopment Agency, San Diego County, California

Principal in Charge.  Mr. Mooney served as the principal for the African American Historic District Overlay plan that was completed for the CCDC. This study and implementing overlay plan were created as a mitigation program for the potential loss of important African American Heritage sites due to redevelopment. The study included a complete history of African American life in the center city area of San Diego from the late 1890s through the 1950s. The study was based on extensive archival research and oral interviews with members of the African American community, an inventory of residential and commercial buildings utilized by the community, and the development of a historic overlay district to preserve important physical features and memories of the community. The study received numerous awards and setup an overlay district that CCDC utilizes to review new projects within the downtown area to assure the remembrance of African American history in the area.
