Master Land Use Framework Plan, Salton Sea Joint Powers Authority, City of Indio, Riverside County, California
Project Director. Mr. Mooney prepared a Master Land Use Framework Plan for the 300,000 acres of land surrounding the Salton Sea in Imperial and Riverside counties for the Salton Sea Joint Powers Authority. This plan was designed to illustrate the development opportunities for the area if the Salton Sea were rehabilitated. The plan includes the identification of a series of seaside urban villages, a new circulation system that fronted the sea, and significant biological preserves to assure the maintenance of sensitive habitat.
Las Aldeas Specific Plan, City of El Centro, Imperial County, California
The Las Aldeas Specific Plan and Program/Project Environmental Impact Report (EIR) included the development of a master-planned community with multiple neighborhoods on 685 acres in northwest El Centro. The project involved over 2,600 varied residential dwelling units, two schools, an extensive park and open space system, commercial and employment areas, and extensive expansion of the city’s infrastructure, including sewer, water, and roads. Key issues in both the planning and environmental process included the development of programmatic- and project-level alternatives that met new smart growth standards and created a walkable community with a distinct sense of place. The results included the planning commission and city council unanimously approving an alternative developed during the planning and environmental process that met the needs and goals of both the city and applicant. The final project reflected smart growth values and created a distinct zoning element to assure predictability in long-term development.

Mr. Mooney directed the day-to-day activity of a 12-6 person department that included planning, clean water, building, and economic revitalization. He represented the department at all city council hearings, and was directly responsible for development of a downtown revitalization program with the preparation of a form-based code. Mr. Mooney also completed a planning audit applicability to fulfilling city council objectives.
Planning Consultant, City of El Centro, Imperial County, California
Project Director. Mr. Mooney is currently acting as a senior planning consultant to the City of El Centro on major planning and development projects. Currently this includes as the manager of the planning and environmental review process for Lotus Ranch a residential development on 600 units on 117 acres at a key intersection if the city. The project includes over one million square feet of commercial, 315 residential units and light industrial. Previously Mr. Mooney managed the revision and updates of all elements of the City’s General Plan and Zoning and Subdivision ordinances. In addition to the mandatory General Plan elements, he prepared an optional economic development element which included an analysis of the industrial, commercial, retail, tourism, and financial opportunities on a citywide basis. This plan received the San Diego Chapter of the American Planning Association (APA) Award for Outstanding Plan of the Year.
