Planning Consultant, City of Calexico, Imperial County, CA

Project Director. Mr. Mooney is currently acting as a planning consultant to the City of Calexico on major development projects. This includes the role as manager of the planning and environmental review process for Mega Park a mixed use development on 117 acres at a key intersection if the city. The project includes over one million square feet of commercial, 315 residential units and light industrial. In the past Mr. Mooney managed a general plan stakeholder involvement program to utilize a multicultural approach to community charrettes, with the events being presented in both English and Spanish. The involvement program also included the inclusion of the local high school civics class to develop a youth-oriented plan. He also managed the planning and environmental review for the expansion of a super Walmart in the community.

African American Heritage Study for a Historic District Overlay within the Center City Development Corporation (CCDC), City of San Diego Redevelopment Agency, San Diego County, California

Principal in Charge.  Mr. Mooney served as the principal for the African American Historic District Overlay plan that was completed for the CCDC. This study and implementing overlay plan were created as a mitigation program for the potential loss of important African American Heritage sites due to redevelopment. The study included a complete history of African American life in the center city area of San Diego from the late 1890s through the 1950s. The study was based on extensive archival research and oral interviews with members of the African American community, an inventory of residential and commercial buildings utilized by the community, and the development of a historic overlay district to preserve important physical features and memories of the community. The study received numerous awards and setup an overlay district that CCDC utilizes to review new projects within the downtown area to assure the remembrance of African American history in the area.

MPC brings together experienced planning and environmental professionals who offer clients a broad suite of services to meet the needs of individual projects or visionary long range General Plans or Master Plans. Our team of professionals has extensive experience in working with local agencies and Tribes as extension of staff or with community developers focusing on unique properties with complicated environmental issues.

MPC team members have lead planning and the associated CEQA and NEPA documents in many of California” most unique settings. These include all of the communities of San Diego County, foothills of Caliveras County, the Central Valley, Imperial Valley, Pasadena and greater Sacramento.
