General Plan and Environmental Impact Report (EIR), City of Lake Elsinore, Riverside County, California

Project Director. Mr. Mooney managed the revision and update of all elements of the City’s General Plan. In addition to the mandatory General Plan elements, the project included optional Economic Development and Lake Elements. The project required an extensive citywide public participation and visioning program to maximize citizen involvement in the update process. A master environmental document for the update was prepared and processed. This update included an entire rethinking of the presentation of the General Plan into a user-friendly format.

General Plan and Environmental Impact Report (EIR), County of Imperial, California

Project Director. Mr. Mooney managed a comprehensive update of the County of Imperial General Plan. Special emphasis was placed on land use planning for landfills, prisons, and other intensive or impactive land uses, which are not always desirable in local communities. He proposed a new land use category, Special Purpose Facility, and siting guidelines to assist the county in locating new local and regional facilities. He also prepared a Master EIR.

 

General Plan Stakeholder Involvement Program, City of Citrus Heights, Sacramento County, California

Project Director. Working with project manager Carey Fernandes, Mr. Mooney managed an extensive public participation and community outreach program for the City’s first General Plan. He designed a community outreach program that included three neighborhood charrettes for identification of community issues, goal setting, land use programming, and plan development. These programs were expanded upon with a community questionnaire to assist in reaching the broadest range of stakeholders. One successful concept that resulted from the outreach program was the identification and planning of the use of historic canals as key pedestrian pathways.

General Plan and Zoning Ordinance, City of Brawley, Imperial County, California

The Mooney Planning Collaborative (MPC) provides public agencies, tribal governments and developers with innovative, cost effective, city and town planning programs in association with exhaustive environmental studies required under the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).

MPC brings together experienced planning and environmental professionals who offer clients a broad suite of services to meet the needs of individual projects or visionary long range General Plans or Master Plans.
