Sweetwater River Watershed Master Plan, Sweetwater Authority, San Diego County, California
Project Director and Public Outreach Coordinator. Mr. Mooney prepared all environmental baseline and community-planning issues for the development of a Watershed Master Plan designed to preserve the existing watershed of the Sweetwater River for water-quality purposes. This plan encompassed over 50 miles of watershed from the San Diego Bay to the Cuyamaca Mountains. Key issues in the watershed study were compatible land uses with water-quality management.
San Dieguito River Park Master Plan, San Diego County, California
Project Director. Mr. Mooney prepared the original environmental baseline studies to develop the concepts for a Park Master Plan for the San Dieguito River Watershed. His work included the programmatic review of environmental issues concerning a 55-mile area from the coast at Del Mar to the mountains near Julian in San Diego County. The baseline studies served as a guideline for the ultimate planning and development of the San Dieguito River Park that is currently operated by a joint powers authority. A special focus in the baseline studies was an emphasis on the connectivity of sensitive biological resources and associate prehistoric and historic cultural resources.
Upper San Diego River Specific Plan and Environmental Impact Report (EIR), County of San Diego, California
Project Director. Mr. Mooney prepared the Specific Plan and EIR for the Upper San Diego River between the City of Santee and the Community of Lakeside in San Diego County. The plan includes both commercial, residential, recreation, and open space uses for a 5-mile area of the San Diego River Watershed. A key element of the plan was the preservation of sensitive biological habitat and floodplain areas while allowing concentrated, clustered development in focused urban locations.
San Luis Rey River Recreational Master Plan Study, County of San Diego, California
Project Director and Public Outreach Coordinator. Mr. Mooney prepared the environmental baseline studies and conceptual recreation master plan for a 7-mile stretch of the San Luis Rey River between the City of Oceanside and the Interstate 15 corridor in Fallbrook. Key elements of the master plan included the provision of preserving sensitive biological habitat that included endangered species, sensitive cultural resources, equestrian and hiking trails, staging areas, and limited active recreation facilities.

Our team of professionals has extensive experience in working with local agencies and Tribes as extension of staff or with community developers focusing on unique properties with complicated environmental issues.
